Since 2006, Rose-Marie Payan has been an economics instructor at Glendale Community College. In addition to teaching part time, she is also employed by Sempra Energy Utilities. Since 2005, she has been employed as a forecasting advisor and as a principal economic regulatory advisor in the regulatory affairs department for San Diego Gas and Electric and the Southern California Gas Company.

Her academic and professional qualifications are as follows:

Rose-Marie earned an undergraduate degree in economics from the University of California at Davis, where she was also a recipient of the merit-based, Regents' Scholarship. She received a Master of Arts Degree in Economics from the University of California, Santa Barbara. Her employment outside of Glendale Community College and Sempra Energy Utilities has been in the area of economics. She has held positions of: Analyst at Micronomics, Consultant at Navigant Consulting; Economics Lecturer at California Polytechnic Institute, San Luis Obispo; and adjunct lecturer at California State University, Channel Islands, Diablo Valley College and the California State University at Los Angeles.

Rose-Marie has taught numerous classes, including, but not limited to courses on econometrics, money and banking, macroeconomics and microeconomics. She has previously testified before the California Public Utilities Commission.
